Does ABC set Derek (and Mark and Julianne) up to have the winning team

It's hard to avoid the fact that one of the "Ballas crowd" gets assigned the highest potential dancers each season and has won so many times since they were brought in. Do you see bias in this fact, or just coincidence? (BTW, it doesn't appear true in Season 9.) Do you find this valuable?
